Could be that the assistant gave it as there was a delay in awarding it or possibly the referee was playing advantage. Strangely, I don't recall the defender getting too upset. Given Howard Webb's welcome statement on handball decisions in the Premiership in an attempt to reduce the number of "soft" penalties, this decision looks wrong but of course this is the EPL with no VAR. Pleased City won in that the decision didn't affect the result, looked like a good game to watch.
