23. George (Dod) Burrell is correct, as is his brother, R P (Bob) Burrell who is the one I enjoyed watching.
25. Yes. Luke Pearce (as opposed to Pearse) was born in Wales but referees as English. All three main Dublin stations were renamed after leading figures
      in the Easter Rising who were executed by the British.

Number 9 is right.
You have the first half of 17, but there is no anagram involved.
Your first thought on 16 was very close, but lacked the synonym for "stop."

Time, perhaps, for further hints towards some of the others.

11.  His surname "of the White Rock" is heard each year at the cenotaph. An engine shares his forename.
12. Dr John (observed to have been in Afghanistan) twice achieved the Rugby pinnacle.
18. Did he have a fairy tale career? Or did he give shelter?
21. Much simpler! Lofty is the key word. No geographical knowledge involved.
26. Ringer's Irish nemesis. Ringer is a surname.
