I don't think it's unreasonable from a logistical perspective to make appointments for the following midweek the week before - otherwise, you would have to wait until the Monday presumably to publicise the appointments for the next day which would pose issues for printing deadlines for match programmes, etc.

If necessary, the sensible thing would simply be to not appoint referees to be officiating a match for the same team twice in such a block of fixtures.
