Watch the match highlights of the FA cup game he reffed Northampton v Derby. There should have been a straight red for a Northampton player and he played on he apparently told the assessor that the game didn’t need a red!!!
His face certainly fits.

If this is the case, this would worryingly imply that there is a certain pre meditated mindset in this official as to whether the game needs a red. If so, this would be a plausible link as to how Breakspear is getting a reputation of being a card shark, and the number of reds being flashed.

And how would anyone know that, how is it fact?  The only people present at the debrief would be the referee, assistants, 4th official, observer, and potentially any coach / delegate present at the game.  Why would any of them leak what was said in the debrief?

Sounds like the usual nonsense club officials and players make up.  Same as apparently I when I was on the line a few weeks ago said that a goal should have been disallowed as it hit a player's hand, whereas in reality I had said nothing other than I hadn't seen anything untoward.  Or this week when I had apparently signalled a goal kick as my assistant gave a penalty, whereas what I had actually done is stared at my assistant boring a hole into his head asking for help and hadn't signalled anything.  Players and club officials make things up that suit their arguments.

If it is "fact" it is worrying on two fronts:
1. Deciding that you can adjust the laws of the game to suit your mood or purpose
And
2. Someone in that dressing room disagreed with the referee and leaked it

From the first comment (if true) would mean he saw it, realised if he gave a foul then it would be red and chose not to penalise. So deduction for failing to give foul and possibly a further deduction for no sanction. Also that comment would cement in assessors mind it was a choice not to give.
Based on that I do not know of any referee who would "feed" an observor the chance to deduct marks this would imply the comment would have been made in front of just the other 3 officials, one of whom has relayed the story and here it is.

I think we need to know where this 'fact' emanated from. I am not suggesting that remarks between referees and assessors are on a par with a confessional, but if it is just something you heard, then I agree with rustyref that it is meaningless, and in my view, it is not something which should be appearing on this website. If on the other hand you have a source such as website or newspaper, then quote it and discussion can then continue.

I don't think it applies to a sanction of a sending off but surely it is fairly common practice for referees to determine, by the state of the match in terms of discipline and control, whether to issue a caution or just a public rebuke. That is what I understand by the game " needing" a particular sanction, better put by saying 'at this point in the match, overall control was served by following this particular course of disciplinary action'

However, it is certainly worrying if conversations in the match officials' locker room are being reported to outside persons who have no proper concern with the matters discussed.
