Those appointments suggest Shaun George will be heading away for a series for the duration of the T20 series - Sri Lanka v West Indies ODIs would be my bet!

Article in today's Times with the headline 'Covid will end neutral umpiring but really DRS did that long ago'. This move, if adopted, would obviate the need for elite umpires to travel vast distances in these times of travel difficulties, but it is expected that such a move could become permanent. I assume the umpire operating DRS would still need to be neutral.

Well I must say that this does not really surprise me and certainly wouldn’t if it came in as policy. However, I can imagine the reaction of all the umpires having their perks of seeing the world withdrawn not being overly pleased!!

And what happens with those nations who do not have Elite umpires? Or even those with a small number? Do they umpire every home test match?
Guessing in England they go back to the county circuit, stepping out for the international appointments.

I see your point, but I can’t imagine this being a long-term measure. By the time international cricket is back to any sort of capacity I would imagine travel bans will be much lifted to allow for travel - otherwise, certain nations will have to give some umpires test debuts:

Australia - already have Oxenford, Reiffel and Tucker (plus Paul Wilson)
Bangladesh - no current test umpire (sharfuddoula? Not sure who else!)
England - Gough, Illingworth, Kettleborough and Llong
India - Nitin Menon has already officiated tests. Maybe recall S Ravi?
New Zealand - only Gaffaney (debuts for Chris Brown and/or Wayne Knights)
Pakistan - already have Dar. Ahsan Raza seems experiences enough for debut, plus women’s world t20 final shows ICC trust him
South Africa - only have Erasmus (Shaun George most likely to debut)
Sri Lanka - already have Dharmasena plus Palliyaguruge has TM experience
West Indies - only have Wilson, but Brathwaite would be experienced enough for a TM

Other than that, can’t see Afghanistan, Ireland or Zimbabwe taking on the expense at hosting a test at this time!

Wilson from West Indies should be no where near the elite panel IMO.
