LAW 12 states an inflamatory gesture likely to encite the crowd should be treated as offensive insulting or abusive language and or gestures.

Im not condoning the racism at all and its disgraceful but surely the referee must follow the laws of the game
 (If they have to caution a player for removing his shirt to show an undershirt on with a tribute to someone who has died then this law should also of been followed)

Maybe an assessor could explain.
