If I was Referees Officer I would want to keep my experienced referees and any who were eligible this June should be retained until next July minimum.
Kuipers is such a safe pair of hands I would definitely want him

I get where you are coming from but a bit unfair on those who were forced to stop at 45 or after the +1 year

That's always been the case though. As soon as FIFA dropped the retirement age, with certain criteria met, it was "unfair" on those who came before them. That's life. No referee is guaranteed a +1 year, they have to meet set criteria & be put forward for nomination by their Country FA. Some countries still adopt a 45 year retirement age or set number of years in the top flight before enforced retirement . here's never going to be a perfect system unless all countries have to adopt the same criteria.
