How come Kuipers hasn't come off the list?

There's no longer an upper age limit. Previously Kuipers would have come off 12 months ago I think as he turned 45 in March 2018 but now he's fine to continue to the Euros at least.

If there's no age limit why did Rocchi come off?

I'm not sure of the exact situation but it was anticipated that he would come off - I'm not sure if it was Rocchi's decision to step down or the Italian FA's.

Isn’t there some specific Italian rule that a ref can only be on the Serie A list for 10 years at most? Perhaps that’s why Rocchi’s leaving the international list.

In Italy:
- non-FIFA referees are allowed to officiate in Serie A only for ten years, then they have to retire
- FIFA referees are allowed to stay until they are 45yo
- only the biggest names like Rizzoli or Rocchi are allowed to get a one-year derogation (that's why Rocchi had to step down being 46yo).

So it depends on national association rules if a certain referee could continue on FIFA niveau or not.

It's not an automatic extension beyond 45. You have to be nominated by your federation for a +1 year & as well as passing the fitness test also take some other medical tests. He may well have decided he didn't want to carry on for an extra year.
