It is probably worth noting that the fitness test requirements are being ramped up over the next couple of years, along with the body fat limits being reduced, which is of course a way of getting rid of the older elements of each list without falling foul of age discrimination legislation!  This may explain the fairly unprecedented four promotions to the SG1 referees list.

Regarding the promotion of Rebecca Welch, none of us will ever know where she finished in the merit table and anything else is pure speculation.  Granted, she didn't get appointed to a play-off game but do remember she may have been injured or been unavailable for work/personal reasons.  However, if this isn't the case then it would be disappointing.  Ten referees were appointed to the play off games (including 4th officials) and you would have to logically assume these were the top ten referees in the merit list.  To then promote someone outside of that based on their belonging to a particular social demographic as a potential PR exercise would be wrong and totally unfair on the official concerned - it's a big step up from the NL to the EFL, not necessarily in terms of the standard of football but most definitely in terms of expectation, prestige and media scrutiny.

We will never know, but I really hope this promotion was made on the basis of merit and nothing else, as promoting someone before they are ready is totally unfair on the referee.

Even more unfair on the teams and supporters of teams they referee in their unready state. Not to mention unfair a referee who might have been ready but misses out in the interests of inclusivity and diversity.

Have to say with the abuse of match officials week in, week out by teams and supporters alike I couldn't really care less if it's unfair on them!  But I take your point.

Anthony would I'm sure say that every piece of training he has ever had is based around one of the primary duties and responsibilities of the referee, that of ensuring the safety of the players, and that he was 'just doing his job'.

But nothing in any training prepares you for what he had to deal with and his impeccable handling of the situation should be held in the highest regard.

However its done, Offside is still a binary thing - it is either offside or not offside and someone will still be called offside by "a toenail". 

So the moaning will not cease - unless, football introduces the equivalent of "umpire's call".  But for that, the ARs will have to make the "call" (as opposed to today's "wait and see" protocols" and - as long as it is within an agreed tolerance level- what they say goes.  It does mean that you could have two identical scenarios with one called offside and the other not, but that is what happens in cricket and they sort of accept that.  Might be a bit of a stretch for football though?

Agree totally.  This will change nothing.  Even if you say a player has to be two yards offside to be penalised, the 'pundits' will then start kicking off about the ones that are two yards and half an inch.  It matters precious little where you draw the line, it's the perception of it that needs to change.  The sooner everyone just accepts that some marginal calls will go for you and some against then these pointless conversations will stop.

Personally, I've always thought a far easier way of judging offside (and selling the decisions to the masses) would be just to use position of the feet.

Speaking as someone who appoints officials and collates merit tables, it has always been based on merit.

I cant and wont begin to comment on something I dont know in regards the national league promotions.

What I will say is refs are now given their position rather than bandings, so for example a ref is 6 of 60.
However they have their own whats app groups or some other medium where they discuss each others position so it wouldnt be difficult to figure out if most posted on the group.
This would be more likely to be the case I would suggest  in geographical areas where they all know each other.

Assuming everyone tells the truth ;)

I also heard that although 6 are being interviewed, the referee who finished 6th is not one of them.

If this is the case then I am absolutely for equality but this cannot be right and would be purely positive discrimination. It would be very interesting to hear how this would be justified to the referee who finished in 6th position as to how or why somebody below them was interviewed rather than them. That could make for a very uncomfortable explanation.
It would seem that given the press coverage much earlier in the season that colours were pinned to a certain mast. I for one sincerely hope this is not the case as that would do more damage to the question of equality than anything else.

Out of interest at this level is it the FA who would nominate for interview or PGMOL? I’m not sure how far down the influence of PGMOL goes

Yes I totally agree, it is my understanding that Rebecca finished around the halfway point on the merit list, but is still being considered on the basis that she had a development game.

I would certainly be very disappointed if I was one of the referees who finished above her and didn't receive the same opportunity and I imagine it will cause a lot of resentment amongst refereeing colleagues should she be successful.

It would be fantastic to see a female referee on the Football League, but it absolutely must be on the basis of merit, otherwise what is the point in having a merit list.

I always take these rumours with a little bit of a pinch of salt, bearing in mind the only person who can see your merit table position is you and the powers that be and you are unable to see anyone else's.  If I had a pound for everytime an official has told me they finished one place outside the promotion places last season.....

Every year there are rumours that female/gay/BAME referees have been promoted on their belonging to a particular demographic rather than merit table position.  None of us will ever know if that's true of course, and if it is then that is totally counter productive to the equal society we all want.  Tokenism is equally damaging in my opinion.

The moral of the story for me is to not concern oneself with the politics.  Control the controllables.

Lots of opinions here and I start from the neutral position of not having seen the game or any of the incidents mentioned.  But some of the comments are literally staggering.

The implication that any decision Bobby did or didn't give 'decided promotion' is frankly ludicrous.  I'm a Northampton fan and our team in 2015 with Chris Wilder in charge absolutely wiped the floor with everyone in L2 (this is a once in a 70 year occurrence). When pressed by a journalist for a soundbite on a controversial refereeing decision he said 'Referees will make mistakes.  Some will go for you, some will go against you.  I set up my team to be good enough for neither of those things to matter'. One poster here has said Newport missed numerous chances - maybe that's the root cause of the result.  Get your own house in order first.

And one person said the referee needs to be '200% correct before giving a decision in a game like that'. I'm not even sure where to start with that.  I think you'll find it's the referee's job to give decisions, so if he waits until he's '200% correct' we'll have 90 minutes without him blowing his whistle.

It sounds like Bobby hasn't covered himself in glory and as the showpiece game of his season I would imagine no-one will be more disappointed in that than him.  But whatever the opposite saying is for 'one swallow doesn't make a summer' applies here.  His suitability to be an SG2 referee won't be judged on that one game and nor should it.  His performances over the season have made him number 1, unsurprising as you don't become a FIFA referee by accident.

A disappointing end to an outstanding season for him.

Test on LoTG, questions relating to match situations "what happens if...", questions relating to competition rules, emphasis id imagine on dealing with abuse from crowds etc
Situations to make you think, show clarity under pressure, man management skills etc
Whilst on field performance is a high priority these other things are important.
I am reasonably sure ARs from NL to FL dont have interviews, im not sure they do from FL to SG2 unless this has changed

No interviews for National League assistants being promoted to the EFL, but they do for EFL to SG2.

I didn't see the Oxford game, although I did turn it on with 30 seconds to go with them 3-0 down and chuckled heartily as Karl Robinson was watching from the stands....

Charles was excellent in the Newport game - he is the best National List referee in my opinion.  Would have been very easy to give a 'safe' defensive free-kick in the build up to the first Newport goal but he quite correctly ruled no foul had taken place.

Whilst Mike didn't cover himself in glory yesterday with the decisions mentioned above, it is worth noting that he will have had an input into Darren Cann's offside decision.  Darren can only see that there is a player in an offside position from a side-on view, the decision about impacting the goalkeeper's view of the ball would have been Mike's, hence the slight delay in the flag.  An excellent example of great teamwork.

Sky have just clarified the law.
And in a remarkable turn up for the books Sky clarified the Law very accurately and concisely.

Had I been Andre Marriner I would have been running back to the halfway line signalling advantage as if my life depended on it but he has less need to make sure everyone notices his good decisions than I do!

Whilst Sky did clarify the law accurately, it's still worth noting that Martin Tyler absolutely hadn't realised what had happened until someone clearly told him in his ear about five minutes later, before still going onto say he wasn't sure if the 'advantage' was by 'accident or design' and then feeling the need to bring up an error Andre made three years ago!!  Yet another example of anything to do with refereeing being viewed by the media with a negative slant.  I wonder why we have a problem recruiting and retaining referees??

But yes, had I been the referee I wouldn't have stopped signalling advantage for at least ten minutes!!

If you discount the SG2 appointed officials then the FL referees in order of merit should be Madley and Hicks followed by Breakspear, Drysdale, Coy and Bramall and then followed by Speedie, Purkiss,, Busby, Toner, Bell and S Oldham ( though as E Morecambe once famously said ) not necessarily in that order ) So who among the FL referees would you would expect to appear in that list and doesn't might be a very good guide as to who will get the League 2 Play Off Final.

None of the referees who are on the L2 play offs will get the final in case there is any 'carry over'.

I will be very surprised if the L2 play off final is not refereed by either Mr Hicks or Mr Madley, assisted by two of the assistants appointed to the L1 semi-finals first legs.

One person who I am surprised not to see high up in the Merit List and therefore receiving a Play Off appointment is Neil Hair.  I have seen him live twice and he was superb on both occasions. Perhaps I serve as some sort of lucky mascot for him and at other matches he has been distinctly average but of the League 1 and 2 referees I have seen , his performances have unquestionably been among the very best.

Agreed he is excellent, but currently injured.
