He had been doing it most of the game, especially with the score at 0-1 and 0-2, and had been warned on several occasions.
Not really a surprise when he did get cautioned, regardless of the score at the time.

From what I can see, Elliot Bell is part of the National List of Referees and not part of the Select Group 2, so I am not quite sure why he was appointed to this Championship game. (I am happy to be enlightened). 

It was one of those games that you felt that if the temperature increased, he wouldn’t have responded accordingly.  From the beginning he never came across as confident and almost appeared unsure of his decisions. The main decisions he had to make came close together in the second half.

The first was a challenge by Ogilvie on Heggebo which looked like a clear penalty to West Brom, but this was ignored. This was followed a couple of minutes later when Heggebo was being pulled back by Poole (who had already been cautioned) for 10-20metres in a one to one situation when attacking just outside the penalty area.  Again, what should have been a FK and red card (the shirt pulling and holding was clear) was ignored and play allowed to continue. The latter led to a red card for West Brom’s Ryan Mason for his reaction.  Towards the end of the game, Portsmouth also had a strong penalty appeal ignored with no acknowledgment of the appeals or obvious decision being communicated.

These KMI’s had a major impact upon the game and were not even acknowledged by Bell and were not confidently handled.  He appeared to shy away from these major decisions, especially with the Poole shirt pulling, as this should have been a second yellow as a minimum.  A positive, confident response was required in these situations, giving reassurance in the decision, but this was not evident.   

Bell was not helped by his Fourth Official who let Portsmouth manager, John Mousinho, constantly question every decision that was made.  He was constantly by his side asking for an explanation, even with obvious FK’s for blatant pushes.  A stronger approach was required.  By all means allow questions when reasonable, but this was not evident, with him being allowed to question everything for the full 90mins without any rebuke, resulting in him undermining the FO’s authority.

Overall, IMO this was no Elliot Bell’s finest game and hopefully, as the song says, things can only get better.

I was at the game and it is fair to say that no-one in the ground thought it was a penalty in real time and everyone was amazed when he gave it.
I'm not sure how good the assistants view was regarding if it was handball or not, but I would have thought he could see where the player was who was adjudged to have handled it.

As mentioned above, when it is close to the edge it can be difficult to judge exactly, but I don't really know what happened here as it wasn't close!

Whilst some players will always contest a penalty decision, the reaction of the Rotherham players was understandable in this instance, although they protested in a calm way (if thats possible!)

The Corberan decision was correct, but it seemed to take forever for him to stop play and issue the red card.
For the rest of the first half his decisions lacked conviction and didn't portray confidence.
More positive body language would have enhanced his authority.
IMO, he appeared to lack authority, which the players picked up on.
The second half was a better performance, but i'm not sure how he would have reacted to a more physical encounter.
Overall, I'm sure he has had better performances.

Extremely poor decision for the Blues penalty, not quite sure what he thought he saw.

The Blues player appeared to lose his footing and then just normal contact with the West Brom defender.
There were no appeals for a penalty from the Blues players and everyone was expecting a corner.

This had a major impact upon the game as this was Blues' way back into the game.

I'm sure he will be very disappointed when he sees it back.

Excellent advantage was played for WBA's second goal.

He was about to blow for a FK then indicated advantage - good refereeing and recognition of a genuine advantage.

Overall, IMO, a good unfussy performance and gave the 'expected' FK's and cautions, thus maintaining control - unlike some other championship referees this season.

I don't think it was a 'nailed on' penalty for Norwich and he was in an excellent position to assess the challenge, which he did immediately and deemed fair.  Not much of an appeal from Norwich players either.

Not a very convincing performance from Mr Simpson.

The first half went without much incident, but the second half was a different matter.
For about 25-30mins he appeared to have lost the ability to make simple decisions.

Simple easy 'expected' free kicks for both teams were ignored, which lead to increasing frustration from both sets of players.
Why he didn't award these bread and butter FK's is a mystery, especially as they were run of the mill 'expected' ones.
This was the sort of game where you needed to be on top of your game and react to everything, which he didn't.

As a result several YC's were issued that in my opinion were - whilst possibly justified - as a result of his lack of action earlier.

Millwall had at least 2 very credible appeals for penalties ignored.

West Brom also had a penalty appeal ignored with offside wrongly being given instead.
The ball had been played by a Millwall player to a West Brom player who was indeed beyond the second last defender - this was quite evident to all in close proximity.
The assistant would not have known this as he was the other side of the pitch and I am sure he would have been asking on the comms as to who last played the ball.  This advice would have been given by Mr Simpson, who was close to play.
It appears he advised his assistant wrongly to give the offside.
This then avoided the need to make the possible penalty decision.

Overall, not a very good day at the office for Mr Simpson.

This was a poor game in which fortunately not much was going on.

IMO a few 'basic' fouls were missed leading to frustration from both sets of players.
It would have been easier to have awarded these expected fouls and moved on.
There appeared to be a lack of consistency at times too, with.

It's possible Ms Welch fell into the trap of coming down to the level of the game instead of maintaining a high standard.
Something i suppose we can all be guilty of at times...

Overall, probably not one of her better performances.

Maybe this was just a small blip?

Not a very good performance from Mr Webb today.

There were several strange decisions in the first half that baffled both sets of players as well as supporters and TA’s.

He appeared to fail to recognise basic offences and as a result players became frustrated at the lack of action.

As a result, in the last 15mins of the first half he was like a ‘rabbit in the headlights’ and didn’t recognise or react to the change in pace of the game.

It was obvious that he had lost his authority and players were questioning virtually every decision as they had no confidence in him.

The second half wasn’t much better with two poor cautions, the fist being Bradley from Luton followed by Yokuslu from West Brom.  Both of these seemed an attempt to regain his authority as both offences didn’t warrant a caution.

Overall, this was a disappointing performance. (the game wasn't much better!!)

Definitely not behaviour we should be seeing.

Thomas Bramall had a decent game and was correct with the red card to Mowatt.

However, it did look like a penalty at the very end. Townsend may have gone down easily, but there was enough there for a penalty.
He was in a good position, so not sure how it wasn't given.

Ismael's reaction at the end was appalling and I'm sure a fine is coming.
He is one of those who blames referees for his own shortcomings.....
