Translation of the article:
We've never seen this before: The sports video changed its decision based on a fan's recording
Quite incredible scenes took place at a Serbian lower class meeting. After a free kick, the referee disallowed a goal due to offside, and after the unanimous complaint of the players and fans, he went out to one of the spectators, who recorded the situation with his phone and reviewed the incident. After seeing the footage, the referee reversed his earlier decision and awarded the goal.

Reports suggest the referee has been banned for life for this which has caused uproar in Serbia and there is a movement to get him reinstated: https://twitter.com/DavidVujanic/status/1571063460489994242

If I read another article correctly there was no linesman on that half of the pitch which is why he looked at the footage off a fans camera

To be honest, I think this is great refereeing given the circumstances. Used every bit of information available to come to the correct decision.
