If you want to dig deeper, look for English representation in the Mitropa Cup, a conpetition that preceded european tournaments as we know them.

And, to save you time, I'm fairly sure Neale Barry won't be able to help!

The three years that Englishmen refereed the Mitropa Cup Final (two legged) were 1934, 1935 and 1938

They were appointed by the F.A. (London)

First named team home in first leg

1934 - 1. William Walden, 2. Jimmy Jewell (Admira Vienna v Bologna) 3-2 & 1-5 (4-7)
1935 - 1. William Walden, 2. Bert Fogg (Ferencvaros v Sparta Prague) 2-1 & 0-3 (2-4)
1938 - 1. Bert Mee, 2. Jimmy Jewell (Slavia Prague v Ferencvaros) 2-2 & 2-0 (4-2)

David Counsell had a receding hairline so he is very probably the linesman on the right of the picture.

Only saw DH Counsell once-quite slight and receding hair.If that linesman was him,was he a referee by then-seems a bit early,but my memory[sans Upton]is not good.If he was not on the Referee list,the other linesman probably was,but I cannot tell who he might have been.

I also saw Counsell just the once and I would think he's the one on the left in the Howley photo but wouldn't swear to it.

The referee profile in one of the programs for the match mentioned that he was on the line in the final match of the Fairs Cup.
