The research continued once his forename had been ascertained

Frederick Charles Dark "Fred" Williams
born 29th October 1909 Plymouth

married Q4 1935 Plymouth
to Edna Partridge Mole (b 22 Nov 1910 Plymouth)

One child - Brian J. born & died Q3 1939

29th Sept 1939 living at 64 Victoria Road, Stoke Damerel, Plymouth
along with her parents (Joseph H b 18 Apr 1875, a retired iron caulker and Elizabeth J b 3 Aug 1873)
when Fred was a Master Blacksmith at the Royal Naval Armament Depot at Bull Point, Plymouth

Fred & Edna must have separated as she is later listed as Murphy but I cannot find a marriage for that
Later still she is listed as Williams again and died as such in Northampton in April 1996
She possibly re-married to Leo Frank Williams (Q3 1903 Honiton, Devon - Q4 1963 Gosport, Hampshire)
at Westminster Q3 1962 in which case she was widowed in just over a year

In 1946-47 Frank is listed as a F.L. linesman living at 133 Pasley Street, Stoke Damerel, Plymouth
For 47-48 and 48-49 he is still a line but has relocated to 8 South Parks Road, Oxford
For 49-50 and 50-51 still a line but has moved to The Lodge, Osney Lane, Oxford
For 51-52, 52-53 and 53-54 he is a Supplementary Referee at the same address
For 54-55 only he is a Full Referee still at the same address

He died in 1991, aged 81, in Oxford
