Charlton Athletic 2 Southampton 5 in October 1964 at The Valley.

The referee takes evasive action as Charlton attack in Division 2.

I didn't know the answer when posting that question, and your response is unexpected. I had not anticipated a Lancashire referee turning up in South-East London. How interesting !

Me neither, but I couldn't think who else it could be. In his final season, 1967/8, Les refereed the League Cup Final, Leeds 1 Arsenal 0. In those days, there was less regard for geography than later and I recall a Mr H Richards of Oldham came to Selhurst Park to referee a Crystal Palace game in Div 2 , v Norwich I believe.

A look at the Leeds v Arsenal Final on YouTube seems to confirm that the diminutive ref at Charlton was Les Hamer. The short sleeves gives it away! Labelled the worst final of all time, it seemed extraordinary that the Leeds winner was allowed by Les after the Leeds No 9 bundled into the Arsenal goalie from a corner with his elbow leading. Even by the standards of the day, that was a foul and a half!

.....and then be allowed! Harry Gregg and Ray Wood came to mind.

It does seem like LJ  Hamer.He was a regular at Northern grounds I visited in the '60s.Also,there was usually an imbalance of northern referees to midlands/south.I have stated before that on one Saturday at this time,every match in the London area ,except one[no,I can't remember which!]had a referee from the north.
