From 1991, the assistants were both linesmen as opposed to the senior linesman being a National List referee. I think there are two points here. Appointment to a FA Cup Final was often a reward for long service on the line. Also, there was a degree of "Buggins Turn" among the County FAs- so if a CFA had not had a final appointment for a few years, someone might get lucky.
