I believe that David Hutchinson lived in one of the small villages close to Abingdon, which is six or seven miles to the south of Oxford. He had not lived in this area for long at the time of the May 1989 game to which you refer. He was certainly a long established FL referee when he moved to Oxfordshire.
David lived in the area known locally as "North Berkshire". This was a collection of towns and villages including Abingdon, Didcot, Wantage, Wallingford and Faringdon that moved for administrative purposes from Berkshire to Oxfordshire in the local government re-organisation of 1974. Of course, county FAs continued to use the historic boundaries, so David would have been registered with the Berks and Bucks FA. At least in part, that might explain why I never had the pleasure of meeting him, despite living just a few miles down the road.
