I think it is a little more nuanced than that, but I am probably not best placed to comment. I will give it a go, in no order within each category, thinking about the CL -

Top Elite Fully Trusted by Committee -

Daniele Orsato (ITA)
Danny Makkelie (NED)*
Szymon Marciniak (POL)
Anthony Taylor (ENG)
Clement Turpin (FRA)
Istvan Kovacs (ROU)
Slavko Vincic (SVN)

Second Level, Trusted for KO Games (could probably sub divide this group again to be honest) -

Michael Oliver (ENG)
Francois Letexier (FRA)
Felix Zwayer (GER)
Daniel Siebert (GER)
Artur Dias (POR)
Jesus Gil Manzano (ESP)
Marco Guida (ITA)
Davide Massa (ITA)
Sandro Schärer (SUI)
Ivan Kruzliak (SVK)
Glenn Nyberg (SWE)
Halil Meler (TUR)
Serdar Gözübüyük (NED)

Third Level, Group Stages Only/Developing Elites -

Srdjan Jovanovic (SRB)
Tobias Stieler (GER)
Alejandro Hernandez Hernandez (ESP)
Jose Sanchez Martinez (ESP)
Irfan Peljto (BIH)
Espen Eskas (NOR)

Fourth Level, Elite in Name Only/Special Circumstances -

Benoît Bastien (FRA)
Sergei Karasev (RUS)
Aleksei Kulbakov (BLR)
Anastasios Sidiropoulos (GRE)
Orel Grinfeeld (ISR)

*Terrible treatment since PSG incident - new Cakir?

What’s happened to Karasev ? IIRC I don’t think he featured much if at all in either the CL , EL or Europa conference league last season
.

Russian ban, same with Kulbakov* from Belarus

* Edit - I see he actually was appointed by UEFA this season.

You might if you go to Uzbekistan.  He has had the occasional appointment to fixtures involving those countries with which Russia is still on speaking terms.

Until recently it used to be the case, and may well still be, that national associations were required to submit their nominations in order of merit, with details of the markings. What happens if these are not in the order UEFA expect? Clearly, for new nominees there is no problem, but what if A N Other happened to pip Messrs Taylor and Oliver, say, to the top spot domestically?

A glance at the list of officials for the Copa America suggests that the European exchange referee was Maurizio Mariani. He is already into his forties, so is hardly a long term prospect. More interestingly, where does this leave Signor Massa?

We had this situation in Hungary. Several years on the trot the federation ranked Vad II higher than Kassai. UEFA however chose not to ignore his average at least one kmi error per match and the fact he was injured for at least half of every season like the federation and Kassai remained the elite and Vad II category 1. At best he was only ever 3rd, behind Kassai and Bognár, in reality he was about 15th out of 12 professional refs!!

Given the referees available to Dr Rosetti, the choice of Mariani does seem a bit strange.  Even if it were the case that this exchange is some sort of private arrangement between Italy and Argentina, more interesting options were available.  As for Massa, I assume that he will now compete with Guida for the position of Italy's top international referee.  On a different thread I suggested that those behind Massa and Guida in the pecking order (Mariani, Di Bello, Pairetto et al.) seemed to be treading water; these are officials whose careers were affected by the decision in 2010 to create separate lists for Serie A and B and who in consequence were in their mid-thirties or more when they reached the FIFA list.  Still, if it is felt that someone from italy should be promoted to replace Orsato, then I suppose that Mariani is the next in line.  But by 2028 it may be the time for Sozza and/or Colombo (though not, as my auto-correct would prefer, Souza).

I would imagine Francois Letexier will  be joining the Elite, if he has not already done so.
