I think both are possible.
Adding on more additional time shouldn't be a substitute for not taking action against clear timewasting.
But equally there are a lot of stoppages where either no one is to blame or blame is difficult to prove - VAR reviews, subs, injuries. I think accurately recording these and adding on the time lost would certainly be a move in the right direction and is long overdue.
