Is VAR intervening on ball in and out of play now, it hasn’t been in previous years? @newcastle v West Ham

It has always had the ability to intervene on ball in/out play if definitive footage existed that the on-field decision was wrong.

There was the Japan goal V Germany in the World Cup which was initially disallowed but given after VAR review.
