I would suggest that if he had clearly seen it the VAR intervention wouldn't have been needed

We don't know what Mr. Jones saw or didn't see of that particular incident. We can only speculate. IF he saw what happened, which he may have done, I am surprised (even though I'm a Seagull) that he initially awarded a goal. If he didn't see the foul on the GK, then fair enough, VAR comes to the rescue.
