Personally I am against the idea of banning penalty rebounds and banning substitutions in stoppage time because it seems like it should be easier for referees to regulate than they are currently doing and they seem like disproportionate responses to me. I prefer some of the other timekeeping methods previously suggested, such as stopping the clock/having an independent time keeper.

I think there is scope for clarification on the handball law but I'm sure there will always be debate whatever the guidance is.
