It does seem to be a hard application of the rules. From earlier posts in the thread, my understanding is that Smith failed the fitness test and so did not go forward to interview. I would agree that there should be another opportunity to pass the fitness test and then to receive the opportunity for an interview. However there should be no automatic promotion until the interview is also successfully completed. People get called for interview and as a result sometimes do not receive promotion. If however Smith did have a successful interview then it seems quite reasonable that he should be given a further opportunity to prove his fitness.
