Yes, if correct, it does not seem a very effective system.
If a referee has performed well all season and there have been no question marks over their fitness/positioning etc at any stage, then does it make sense not to consider them for promotion just because on one particular day they weren't able to complete a fitness test, especially if they later come down with Covid which could obviously be the explanation. It makes it all seem a bit of a lottery.
