Yes.  Handed back his FIFA badge, joined the English leagues, and now retired after a season in England.  I believe his job took him to Carlisle - I imagine the travelling the lengths of England was an experience, but perhaps not one to do for years.

He's still greatly missed up here.  A tremendous career, and I for one, am certainly jealous of the opportunity to explore new leagues and grounds.

I thought it was, seemed strange he retired after 1 year as he was a top official in Scotland and I thought he would do the same in England but as you say he was literally on the border of England and Scotland so probably took it's toll on him

Very interesting and scary at the same time. Had no idea of the break down of marks.
Previously you received 2 levels/bandings, one given by assessors marks and the other by clubs.
If what he says is true (and I have no doubts) we are back to the 80s/90s where promotions were gained in the boardrooms of clubs and on how well you could sweet talk the secretaries!

I think he has a point in that I feel it is ridiculous such a large proportion of marks are determined by clubs.

Lets say referee gives a possibly contentious late penalty to Team A, while he will be 100% in law and therefore doing his job 100% correctly, I'd say from experience there is zero chance of the referee being given a justified high mark by representatives of Team B.

I was amazed by what Madden revealed. England has always insisted on having some version of this ludicrous system. I can’t believe, in the cold light of day, even clubs themselves think it’s an effective way to rate referees. Clubs deserve a view but obviously will always have a vested interest - as posters have said, a system which encourages cosying up to clubs to improve ratings is never going to be healthy. At lower/semi-pro levels, it’s even more of an issue, and it affects referees coming through the system. I remember many times being an AR at semi-pro games, keen to get home (but where officials travel together), waiting forever for the referee desperately trying to win over the Club Secretary in the bar after the game! I equally remember lots of superb referees who never quite got through the levels thanks to the very random whims of club secretaries, as well as certain referees conveniently avoiding certain clubs at key times … Not signs of an effective, professional system!

100% agree.  "Working the club secretary" was a necessary art / skill in the 80s and 90s in English semi-pro football.  The appointments secretary of a south-east based league had an excellent working knowledge of the whims of these worthy individuals.  He admitted that he could - if he wanted to - make any referee rise to the top of the merit list by sending him to a select number of well marking clubs.  He could also achieve the opposite outcome.  I should add that he had far too much integrity to actually do this, but it did make a mockery of the "club marks" way of assessing referees.

If some version of this approach is in operation in the EFL then it is working against the best interests of the game.  But then it sits well alongside the fact that the owner-shareholders of the PGMOL are (directly and indirectly) the clubs themselves.  Perhaps the lunatics really have taken over the asylum.

I remember asking an appointments secretary why I'd had no premier division appointments in jan or feb
His answer was "we are not going to let those vindictive b*****s ruin your chance of promotion"

I too remember evenings in boardrooms or bars waiting for a referee to finish "brown nosing", especially on evening games a 'local' appointment became a post midnight return home

I suffered greatly from this in my Junior Football days, as did many others, I suspect. You could always tell which team won or lost by the marks awarded.

In my first ever competitive match as a referee the score was 3 : 0 to the home side, one of their goals came from a penalty. My club marks  ( out of 10 ) were 5 and 10 and the winning side gave me 5 and the losing side 10 !  The Appointments Secretary told me the home side always marked down and the away side always gave 9 or 10. The away side were always a sought after appointment and perhaps their (over) generous marks produced some unconscious bias which might have been   an astute move on their part.
