This is a presumption that the Olympics will happen of course. I am beginning to doubt it more and more. A Japanese colleague tells me that virtually nobody in Japan, outside the Organisers, want the Games to proceed.

I have family living in Japan and that is correct, most people are really against it going ahead.  They are way behind other countries in terms of vaccination, as of last week less than 2 million people have had their first jab.  It appears their government took their eyes off the ball and didn't get their orders in quickly enough, and it will be at least September before all adults have had their first dose.
