A definite 'hold your whistle' moment, and the mistake made by the referee in blowing early was rather elementary at that level. However the eventual outcome made the mistake even worse and the referee must have felt extremely embarrassed after he blew the final whistle.

Yes, of course he should have held the whistle - but I am massive fan of the player who is 'fouled' and then screams in pain to make sure the ref doesn't miss the foul - then sprints after the refwhen he blows for the foul.

If the player had gone down more naturally and not screamed, maybe the ref would not have deemed it so serious that play needed to stop immediately?

it seems that the referee, Marco Serra, was in tears after the match and had to comforted by the Milan players.  The Italian refereeing authorities are likely to be less forgiving, and some time may have to elapse before Mr Serra referees another Serie A game.
