Just means at time of going to press the previous round(s) games hadnt been completed.
So Team A or Team B vs Team C or Team D etc
Where the home team is not known and they are not close to each other fhe FA will appoint 2 sets of officials

If Team A then RefX, AR Y and AR Z
If Team  B then RefW, AR U and AR T
