Only possibility would have been 1966 as there was  quite a few English officials there

My understanding was that Ken Dagnall would have got the Final if England had not been playing in it, and the 3rd / 4th place game was a consolation for him. Remarkable that Ken could have refereed a World Cup Final before refereeing an FA Cup Final, geography preventing Ken from refereeing the 1962 to 1966 Finals. I'm not sure that Jim Finney and West Germany would have been acceptable in view of the events at Goodison in the QFs, but in the event, it was not an issue.

Ken Dagnell was the favourite at the time, if England weren’t involved
